NGO Management and Civil Society – Jekatyerina Dunajeva

The course consists of two main parts: a theoretical one, focused on discussing the scholarship on the third sector, and a practical one, focused on equipping students with the basic knowledge and necessary skills in the management of non-governmental organisations.

Education and Minority Policy – Jekatyerina Dunajeva

This unique and cutting-edge course explores the intersection of education and minority policies, offering students a chance to delve into critical areas where education and minority rights overlap. The course highlights the importance of education in fostering social cohesion, addressing historical grievances, and promoting equality. Students will critically evaluate policies aimed at integrating minority groups into national educational systems, considering both their effectiveness and limitations.

Rule of Law in Action – György Gajduschek

What does the “Rule of Law” really mean — and why does it matter? This course explores the many faces of the widely used yet often misunderstood concept of the Rule of Law (RoL). From political speeches to international diplomacy, academic debates to everyday conversations, the term pops up everywhere — but its meaning and importance are far from clear. Together, we’ll unpack what RoL actually entails and why it plays a critical role in shaping political systems, economic development, and daily life. We’ll also examine why interpretations of RoL vary so much across countries, political parties, and civil society. Through interactive lectures, group discussions, and individual research, students will engage deeply with these pressing questions — and develop the tools to make sense of one of today’s most contested ideas.

Behavioral and Socio-Economic Considerations in Public Policy – Jiaqi Zou

This course provides a detailed introduction to the behavioral and socio-economic considerations of public policy, emphasizing how human behavior, psychology, and economic principles influence the development, implementation, and evaluation of public policies—from education and labor to urban planning and environmental sustainability to family and health. Students will learn to analyze and design policies that account for real-world decision-making, individual biases, and societal dynamics.  For this Autumn Semester the Course is available only during the intensive week!

Digital Era Governance – Sabina Schnell

The digital revolution has already fundamentally altered government and the coming AI revolution will transform government and governance even more deeply. This course familiarizes students with these profound changes. It stars with introducing the concepts of digital government and digital era governance. It then shows how digital technology has changed and can change the infrastructure of government, its internal ways of working, and the way government interacts with citizens. It highlights both opportunities and challenges of digitalization and its application to specific cases.

Topics in Measurement of Progress and Wellbeing – Judit Kálmán

Studying well-being is necessarily multi-disciplinary. We will approach the material as economists, from both micro and macro realms, but we will spend time thinking about the psychological and other social science evidences as well as the inevitable philosophical considerations that come along. In the Autumn of 2025/26 you have the unique opportunity to study this topic as an intensive week course!

Internship and professional opportunities

Participation in an internship is not compulsory for Master’s students in the Public Policy and Management / Public Governance programs. However, we strongly encourage students to pursue relevant internship opportunities during their studies. Our goal is to facilitate placements for talented Master’s students in internships that align with their interests and skills, allowing them to engage in meaningful professional work.
In pursuit of this objective, we are eager to collaborate with institutions and companies to establish traineeships, even on a smaller scale, accommodating one or two students. These internships will feature academic oversight provided by senior colleagues from our department, complemented by experienced professionals from our partners’ organizations who will oversee and mentor the students’ professional work. Together, they will collaboratively determine the internship’s scope and thematic areas.
Moreover, the university might recognize the work experience acquired during these internships by awarding credits to the students, serving as an incentive for talented individuals to seize such valuable opportunities.

Public Policy and Management Section 

We welcome papers to the section in which authors make a research on 

  • the actors, institutions, processes, mechanism and decisionmaking on different levels (national, regional, European) of governance, and in the public or nonprofit sector in a broad sense, or on 
  • any public policy area, or policy measure from theoretical or practical perspective 
  • by using scientific approaches from the field of economics, public policy, political science, sociology, management studies and other fields of social sciences.

International networks

EAPAA – European Association for Public Administration Accreditation

The MSc of Public Policy has already been accredited twice by the European Association for Public Administration Accreditation – EAPAA. 

Only about two dozen organisations in Europe and only four in Central and Eastern Europe have so far been able to enter this “elite” club of public administration and public policy programmes. 

The EAPAA Accreditation Committee continuously encourages curriculum development and innovation based on high international standards. For more information about the criteria and the organisation please click here. 

EMPA – European Masters in Public Administration

The Public Policy and Management programme is part of the European Masters in Public Administration Network (EMPA), a wide network comprising several European universities who offer an educational programme in public administration. The EMPA network facilitates student and staff exchange between the partner universities.  

As part of the Public Policy and Management Programme, students get the opportunity to study abroad within the framework of EMPA. 

Upon successful completion of the coursework, students receive an original EMPA certificate, signed by both the home as well as the host university.
