The NEURUS network was established in 1998 to promote scientific cooperation among top American and European universities in urban and regional development issues. Its aim is to make the resources and expertise of select excelling universities available to researchers and students at any of the partner institutions. Besides Corvinus University, participating institutions now include Vienna University of Economics and Business Administration (Wirtschaftsuniversität Wien), University of Groningen (Rijksuniversiteit Groningen), Humboldt University Berlin (Humboldt Universität zu Berlin) from Europe, and Arizona State University (Phoenix), University of California (Irvine), University of Florida (Gainesville), University of Illinois (Urbana-Champaign) and University of Washington (Seattle) from the United States.

One of the key activities of the network is the NEURUS Fellow programme that is a framework of formal and informal exchange agreements among partner institutions, including two subprogrammes. NEURUS Exchange Fellows programme offers a semester-length opportunity principally for graduate students to conduct research at their host institution and prepare a paper that is to be presented at the end of the programme. It does not, however, include formal participation in courses but students may sit in classes upon agreement. Generally, European students visit their host American institutions in the spring (typically mid-January to early May), whereas European institutions receive the American students during autumn (typically early September to mid-December). The programme starts with a week-long seminar in September for all participation fellows in Europe and finishes with a final seminar in in April in the US to present the findings.

NEURUS Independent Fellows programme is designed to accommodate highly flexible visitations of doctoral students, post-doctorates, and faculty among partner institutions for research and other scientific activities. Fellows may stay at one institution or visit multiple ones and may pursue various academic activities according to the agreement with the host institution.

NEURUS programme does not offer funding for visiting fellows that is typically funded either by the sending university or a third party. Corvinus University is planning to offer the chance to participate in the NEURUS Exchange Fellow programme for one to two students for the spring of 2023. Applications will open in May 2021 and participants will be selected by the end of June 2022.
