Is colonialism over?

The College for Advanced Studies of Diplomacy in Practice prepared an interesting panel discussion on the past, present and future of colonialism bacause in the West, it is often treated as an absolute truth that colonialism is over. Can we declare that the exploitation of distant nations has really ended or has it just taken a new form?
